Penn State Surveying Students Receive Honorable Mention at NSPS Student Competition

Representing the Penn State surveying programs at this year’s Annual NSPS Student Competition is
from right to left, Matthew Boozer, Brian Halchak, and advisor Dr. Wesley Parks.

Matt is a senior in the Surveying Engineering Program, while Brian is in his third year in the Concurrent Surveying and Civil Engineering Program. This year’s competition was titled, “ALTA/ACSM Land Title Surveys.” Student teams from eight schools each chose a small site under five acres with at least one permanent building on which to perform an ALTA/ACSM land title survey and complete a variety of forms of project documentation. The survey was to be completed in accordance of the 2011 Minimum Standards for ALTA/ACSM Land Title Surveys with specific Table A items specified by NSPS.

Brian and Matt, under the advisorship of Dr. Parks, chose a rural site in Mehoopany Township, Wyoming County. This site offered a variety of surveying challenges; including junior/senior rights, non-navigable bounding waterways, possible encroachments, etc. The field work was completed over the course of two weekends from February 8-15. Project deliverables, a final plat and a project documentation binder, were competed on March 5.

The final project requirement was an oral presentation in front of five judges at the Annual NSPS business meeting held in conjunction with the California Society of Land Surveyors/Nevada Association of Land Surveyors Conference in San Diego, California on April 13, 2014. The five judges were from different state jurisdictions across the United States. Final scores, while not sufficient to place the Penn State team in the top three, did get the team an honorable mention. Brian and Matt consider the project a huge success based on what they learned and positive feedback from the five judges.

Matt and Brian would like to thank PSLS for aiding in the opportunity for us to test our surveying abilities at this year’s NSPS Student Competition in San Diego.
