Description: At its June 13, 2014 Board of Directors meeting, PSLS adopted the Statement on Mapping and Positioning Services. This position statement attempts to define the stance of PSLS when it comes to unlicensed practitioners offering and performing positioning and mapping services in the Commonwealth of Pennsylvania. This position statement was widely circulated within the GIS community in Pennsylvania and a panel session was held at the Northwest Pennsylvania GIS Conference on October 16th to discuss it. The PSLS Geospatial Committee believes the statement and the panel session are stepping stones leading the surveying and geospatial communities to common ground where we can work together for the benefit of everyone utilizing geospatial data and technologies in Pennsylvania.

This webinar will review the PSLS Statement on Mapping and Positioning Services and discuss the reaction to it based on the opinions expressed during the panel session at the Northwest Pennsylvania GIS Conference. Participants will have the opportunity to express their opinions as well.


Mr. Horneman has been working in the survey/geospatial field since joining the US Army Reserves in 1984 as a geodetic surveyor. He attended Defense Mapping Agency in Fort Belvoir for geodetic survey, and continuing education in the US Army Professional Development Institute, Community College of the Air Force, and various conferences for over 200 credits in surveying, mapping, geology, GIS, and engineering. His experience during the past 29 years varies from surface and underground mining and permitting, boundary surveys, ALTA surveys, subdivisions, GIS, oil/gas wells and pipelines, and consulting through several small to large private engineering and survey firms, as well as the US Government.

Mr. Naberezny is an Instructor in Surveying Engineering at the Pennsylvania State University and his diverse work experience includes traditional boundary and land development surveying; software development for several Departments of Transportation; serving as a Geospatial Analyst and Operations Manager for a U.S. Department of Energy funded research project on the potential impacts of shale gas development on surface water quality; working as a self-employed consultant developing and implementing technological solutions for surveying and mapping applications; and teaching numerous surveying and mapping courses and workshops at the undergraduate level as well as for practicing and aspiring professionals.
