Course Description:

“Sewage Facilities Planning Modules ...Coping with Regulatory Transition!"

In reaction to Act 26, DEP published Draft Technical Guidance 385-2207-001 “Site Suitability and Alternatives Analysis Guidelines for New Land Development Proposing Onlot Sewage Disposal.”

Where sewage facility planning was intended to become simpler, it has now become much more complicated.

DEP Central Office has been broadcasting interim rules to regional offices. This training will not be the final word, but it will describe where we are now, which is:

  •         More alternate systems proposed for land development. 
  •         Fewer perc tests. 
  •         More Component 2’s, even for minor subdivisions and former exemption-qualified projects. 
  •         Sewage Management Programs, even in the most rural parts of PA
  •         PLS sealed plans which must show all soil testing plus staked sewage system extremities, measured slopes, and dimensioned isolation distances.

Training will include the complex elements of Component 2s, so you can decide which parts you wish to tackle. 


Laurel F. Mueller is President/Owner and Certified Professional Soil Scientist (CPSS) for Soil Services Company, Inc, an environmental consulting firm she started in 1984.  With Cooperative Soil Survey and photogrammetry/remote sensing experience, Laurel joined PSLS more than 30 years ago, and has served as a PSLS presenter and trainer on soil, sewage systems, and wetland delineation and encroachment permits.

Laurel represents CPSSs on the Board of Soil Science Society of America (SSSA), and is chair for the SSSA Soil Scientist Consultants S-12 Division.  She is certified as a PA Sewage Enforcement Officer, and serves on the Board of Pennsylvania Septage Management (PSMA) where she volunteers as Instructor for Onlot Wastewater System Inspections. She has been a regular presenter at PA Association of Sewage Enforcement Officers (PASEO) conferences.  Laurel has served as a trainer in “Hydric Soil Indicators” related to wetland delineation with the US Army Corp of Engineers, USDA-NRCS and PAPSS.  She has served as a Board member and Treasurer for PA Association of Professional Soil Scientists (PAPSS), and was the 1992 national president for the National Society of Consulting Soil Scientists (NSCSS).
