What Standard? – A discussion of minimum survey standards and contractual risk.
Many states have codified minimum standards for surveying, Pennsylvania does not. What are the risks and benefits of having minimum standards defined by law, or are the suggested guidelines of the “Manual of Practice for Professional Land Surveyors” sufficient? We will discuss the Manual of Practice, NSPS Model Standards, and examples of minimum survey, subdivision, and monument standards legislatively adopted in other states.
Don Groesser is a Vice President and the Corporate Survey / Geospatial Practice Lead for Civil & Environmental Consultants, Inc. (CEC), where he has worked since 2014. Don provides corporate support and guidance for Surveying and Geospatial Services in 14 of CEC’s 25 offices, including 130 Survey / Geospatial staff members with 34 Professional Land Surveyors licensed in 23 states. Don has been surveying for 34 years, is licensed in five states, and is a Past President of the Illinois Professional Land Surveyors Association.
