Course Description:

With reference to the ASPRS Positional Accuracy Standards for Digital Geospatial Data and other source materials, we will look at best practices to establish control for UAS aerial surveys, as well as providing ground control for conventional aerial and LiDAR acquisition.

We will cover survey control procedures as applicable to establishing ground control for UAS/UAV operations that have as a deliverable a georeferenced topographic surface, georeferenced planimetry, and/or georeferenced imagery intended to be used for engineering design, material quantities, or use in land surveying applications.

Included in the discussion will be:

  • The use (or misuse) for RTK enabled UAV craft,
  • Preliminary flight plan process
  • Placement and density of ground control point
  • Target options and use of Photo-identifiable points
  • Additional checkpoint locations
  • Best-practices for survey-grade GPS location of ground control targets
  • Data processing
  • Quality review of data
  • Accuracy reporting
  • Final Deliverables
  • How to correctly address ALTA/NSPS Table A Item 15 in proposals and deliverables.

We will also discuss how these procedures are applicable to conventional aerial topo projects.

Presenter

Mr. Groesser is a Professional Land Surveyor with more than 34 years of experience in all phases of land surveying operations. He has held positions from entry-level rod man, instrument technician, and survey technician, to project manager, department manager, and small business owner.

During his career, Mr. Groesser has attained extensive experience in survey control and procedures, notably developing survey control requirements for the Illinois Toll Highway Authority, providing aerial control for county-wide aerial LiDAR acquisition for Kane and Kendall Counties in Illinois, aerial control and supplemental ground survey for the Chicago Transit Authority’s 280-million-dollar 95th Street Transporta­tion Facility, and most recently developed Unmanned Aerial Systems (UAS) control procedures employed by Civil & Environmental Consultants, Inc. (CEC) for well over 1,000 UAS aerial projects throughout the U.S.

Mr. Groesser was a life-long resident in the Chicago Suburbs before relocating to Pennsylvania in 2014.  He currently resides in Robinson Township with his family and serves as the Vice President of the Southwest Chapter of the Pennsylvania Society of Land Surveyors.  Mr. Groesser is the Survey and Geospatial Practice Lead for CEC, overseeing practice operations for 14 of CEC’s 25 offices, including 130 Survey / Geospatial staff members with 34 Professional Land Surveyors licensed in 23 states.
