Surveyor 2 (PennDOT)


This position is established in the Bureau of Project Delivery (BOPD), Photogrammetry & Surveys Section to be the Chief Surveyor for the Department.  It plans, organizes and directs the statewide surveying program and all technical procedures, equipment and methods utilized by Department or contractor surveyors on Department right-of-way or for Department needs. It reviews Central Office red-line plans for approval. The position directs and manages all production operations of the Survey/Liaison Unit. The Unit provides technical assistance on specialized surveying issues in the Districts; performs geodetic surveys, electronic leveling, Global Positioning Surveys (GPS) and post-processing; installs, maintains and manages a continuously operating statewide real-time GPS Network; provides permanent survey monument maintenance, permanent survey control archives, open-end contract negotiating, consultant agreement management, work order processing, and geodetic/photogrammetric project file control layouts archiving.


This position establishes the statewide surveying program for PennDOT by creating and maintaining all standards, specifications, protocols and methods used by surveyors performing survey work on behalf of the Department.

This position is the statewide subject matter and technical expert for all activities related to land surveying and mapping. 

This position consults with appropriate Central and District Office engineering staff to resolve difficult or unusual issues related to surveying and mapping issues.

This position manages all activities associated with generating, implementing and overseeing open-end contracts and subsequent work orders for photogrammetric services within the Section.

This position performs cost estimate comparisons and reviews consultant scopes-of-work for surveys contracted through ECMS. It manages the review of all invoices for payment.

This position reviews all survey deliverables submitted by consultant surveyors for work contracted through ECMS for completeness and adherence to Department regulations.

  • Minimum Experience and Training Requirements - One year as a Surveyor 1; OR seven years of responsible experience in a wide variety of surveying assignments, including three years in a supervisory capacity; and graduation from high school.  An Associate Degree in surveying or engineering technology may be substituted for one year of non- supervisory experience; OR any equivalent combination of experience and training.
  • NECESSARY SPECIAL REQUIREMENT: Possession of a registeredsurveyor's license as issued by the Pennsylvania State Registration Board for Professional Engineers, or possession of a registered surveyor's license obtained in another public jurisdiction under requirements which are at least equal to those of Pennsylvania.
