1. Introduction

PSLS seeks proposals from qualified individuals or firms to research, compile, edit, and publish a comprehensive reference manual containing Pennsylvania statutes, regulations, and other legal authorities affecting the practice of professional land surveying. The publication will serve as a practical desktop reference for surveyors, attorneys, educators, public agencies, and students.


The below PDF document including excerpts from the Illinois Professional Land Surveyors (IPLSA) 2018 Illinois Compiled Statutes & Administrative Rules is provided as an example (used with permission from IPLSA to include in this Request for Proposal).



2. Project Objectives

  • Compile statutes relevant to surveying.

  • Compile administrative regulations governing licensure and practice.

  • Organize content by subject.

  • Prepare practitioner-oriented summaries.

  • Collaborate with PSLS to develop a Frequently Asked Questions section.

  • Produce editable source files and a print-ready publication.


3. Scope of Work

The selected consultant shall:

  • Research all Pennsylvania statutes affecting land surveying.

  • Compile applicable regulations of the State Registration Board.

  • Organize material into logical chapters.

  • Prepare concise chapter summaries.

  • Prepare a practitioner FAQ with statutory references.

  • Create internal cross-references and an index.

  • Prepare a print-ready PDF and editable Microsoft Word files.

  • Recommend a procedure for future updates.
