1. Introduction
PSLS seeks proposals from qualified individuals or firms to research, compile, edit, and publish a comprehensive reference manual containing Pennsylvania statutes, regulations, and other legal authorities affecting the practice of professional land surveying. The publication will serve as a practical desktop reference for surveyors, attorneys, educators, public agencies, and students.
The below PDF document including excerpts from the Illinois Professional Land Surveyors (IPLSA) 2018 Illinois Compiled Statutes & Administrative Rules is provided as an example (used with permission from IPLSA to include in this Request for Proposal).
2. Project Objectives
Compile statutes relevant to surveying.
Compile administrative regulations governing licensure and practice.
Organize content by subject.
Prepare practitioner-oriented summaries.
Collaborate with PSLS to develop a Frequently Asked Questions section.
Produce editable source files and a print-ready publication.
3. Scope of Work
The selected consultant shall:
Research all Pennsylvania statutes affecting land surveying.
Compile applicable regulations of the State Registration Board.
Organize material into logical chapters.
Prepare concise chapter summaries.
Prepare a practitioner FAQ with statutory references.
Create internal cross-references and an index.
Prepare a print-ready PDF and editable Microsoft Word files.
Recommend a procedure for future updates.
